Yes! I was using the free 1337pwn web app on my phone, and couldn't wait once they announced they were doing a native app. The app was released at $7.99 and I was shocked at the price. The price came down to $4.99 after a few days, and just as I went to download it for five bucks, I realized that it was free. I wondered why they and they rest of the developers had such a sudden change of heart and decided to offer their apps free of charge.

No, they are talking about applications for the iPhone that you purchase on iTunes. The apps in question allow you to view your friends list and other data without turning on your XBox or logging into XBox.com.
